Bacolod Mayor Inks Lease Agreement for Waste-to-Energy Facility in Brgy.Felisa

Mayor Greg Gasataya formally signed a contract of lease with Forza Development Corporation for the use of a 10-hectare property intended for the development of a waste-to-energy (WTE) project within the city’s sanitary landfill in Barangay Felisa, Monday, May 4, 2026.

Forza Development Corporation President Sheryl Chua signed the agreement on behalf of the company. Gasataya clarified that the agreement covers only the lease of the property, noting that the Department of Energy has yet to determine the specific technology to be used for the WTE initiative.

“This forms part of our broader initiative to establish a waste-to-energy project in Bacolod, which has been prioritized by the Department of Energy,” the mayor said, adding that the project will be developed at no cost to the city government.

The leased property, designated as a WTE Industrial Zone, will be utilized for 25 years with an annual rental fee of ₱1.01 million.

Pending evaluation and approval from the Department of Energy, Gasataya expressed optimism that the project will generate employment opportunities and boost the local economy through revenue shares from power generation.

“The thrust is to convert waste into energy. As to the technology, we remain neutral at this point and leave it to the Department of Energy to decide,” he added.

The city council recently expressed support for the initiative, which could position Bacolod as a leader in waste-to-energy development in the country.* (Bacolod City Communications Office text & photos)
