Kabankalan Opens PSA LGU-Operated CRS Outlet, Bringing Civil Registry Services Closer to the Public

Residents of Kabankalan City and neighboring communities can now obtain Philippine Statistics Authority (PSA)-issued civil registry documents closer to home following the inauguration of the PSA LGU-Operated Civil Registry System (CRS) Outlet located beside the City Civil Registrar’s Office.

The new facility is the result of the partnership between the Philippine Statistics Authority and the City Government of Kabankalan to improve public access to essential civil registration services.

The outlet offers the issuance of certified copies of Birth Certificates, Marriage Certificates, Death Certificates, Certificates of No Marriage Record (CENOMAR), and Certificates of No Death Record (CENODEATH).

Document fees are set at ₱155 for Birth, Marriage, and Death Certificates, and ₱210 for CENOMAR and CENODEATH, in accordance with PSA rates.

To provide immediate relief to clients during the initial implementation, the City Government has temporarily waived the ₱50 LGU service fee per document, allowing applicants to pay only the applicable PSA document fee. The waiver will remain in effect pending the approval of the corresponding City Ordinance.

The inauguration ceremony was attended by senior officials of the Philippine Statistics Authority headed by Deputy National Statistician Minerva Eloisa P. Esquivias and Assistant National Statistician Engr. Marizza B. Grande.

Also present were OIC-Regional Director John F. Campomanes, Chief Administrative Officer Atty. Ronie C. Cajayon, CPA, OIC-Chief Statistical Specialist Diesah S. Biaoco, Chief Statistical Specialist Ariel T. Fortuito of Negros Oriental, Chief Statistical Specialist Joselito C. Manghanoy of Siquijor, and Jean Lito Esapol of PSA Regional Office VI.

Representing the City Government were Mayor Benjie Miranda, Vice Mayor Divina Garcia Miranda, members of the Sangguniang Panlungsod, city department heads, fellow Local Civil Registrars from Negros Occidental, officials from partner agencies, and invited guests.

City officials described the establishment of the PSA LGU-Operated CRS Outlet as another milestone in the city’s continuing efforts to make government services more accessible, efficient, and responsive to the needs of the public. The facility is expected to reduce travel time and expenses for residents who previously had to visit other cities to secure PSA-issued civil registry documents.

The outlet accepted walk-in clients from July 29 to July 31, 2026, as part of its initial operations.

Starting August 4, 2026, all applications for civil registry documents will be processed through the PSA Online Appointment System. Clients are encouraged to schedule their visits in advance through the PSA CRS Appointment Portal at https://crs-appointment.psahelpline.ph/ before proceeding to the outlet.
