Energy Conservation Study Using Hydropower Presented

A study presentation on Energy Conservation Strategies for Households Served by the VEMADECO (Vergara-Magtuod Development Cooperative) Hydropower Plant in Brgy. Bug-ang, Toboso, was held recently at the Negros Occidentsl Provincial Capitol Social Hall in Bacolod.

The initiative was spearheaded by the Office of the Provincial Consultant on Energy and Environment, Rafael Coscolluela, in coordination with the SecuRE Negros Program.

The presentation highlighted strategies to promote efficient energy use among households powered by the community-owned micro-hydro plant, which has been providing sustainable and affordable electricity to residents for over a decade.

It also served as a platform for stakeholders to discuss ways to enhance the operational sustainability of the facility and ensure long-term benefits for the community.

Governor Bong Lacson expressed his full support for the study, noting that the initiative reflects both foresight and shared responsibility in advancing sustainable development in the province.

“By studying household energy use and promoting practical conservation strategies, authorities move beyond simply supplying electricity to empowering communities as active partners in energy sustainability,” he said.

Established in 2008 with the support of the Asian Development Bank, the Japan Fund for Poverty Reduction, the Provincial Government of Negros Occidental, and Renew Negros, the VEMADECO Hydropower Plant is a pioneering community-owned renewable energy facility. The 62 kVA turbine-powered off-grid plant provides affordable electricity to at least 253 households in Sitios Vergara and Magtuod, Brgy. Bug-ang, Toboso.

Over time, operational and sustainability challenges have emerged, highlighting the need for solutions to maintain and improve the facility. In response, the University of St. La Salle College of Engineering, in partnership with the Toboso Local Government and VEMADECO, and supported by the Provincial Government through the Office of the Provincial Consultant on Energy and Environment, conducted a research initiative to address these concerns.
