39 LGUs in Western Visayas Submit Left-out list on SAP

The Department of Social Welfare and Development (DSWD) 6 (Western Visayas) said that it received the list of those left out as social amelioration program (SAP) beneficiaries from 39 local government units (LGUs).

This, as the department announced that those listed in the Pantawid Pamilyang Pilipino Program (4Ps) roster who already moved out from the household can qualify for the SAP.

“We have asked the LGUs of the list (of the left-outs) as all of them are claiming that they have already the list of the potential beneficiaries,” Ma. Evelyn Macapobre, DSWD 6 regional director, said in a virtual presser yesterday.

Although the department is yet to identify members of the 4Ps roster who are included in the left-out list, she said village officials can now accommodate concerns to list potential SAP beneficiaries.

Macapobre said those who believe they are qualified for the government’s aid can approach their village officials who will be the ones to endorse the matter to the local social welfare and development officer.

Meanwhile, she said members of the 4Ps roster can qualify to the SAP aid if he or she is not a grantee or active member of the 4Ps, not living with the 4Ps household, not a beneficiary of the regular 4Ps grant of the 4Ps household, has moved out for at least two months, and is listed as “moved out” in the Pantawid Pamilya Information System.

Macapobre said the inclusion of moved-out 4Ps roster member proves that the government is listening to the appeal of the people.

The moved-out member from the 4Ps household must secure a declaration from the 4Ps grantee to prove that he or she is no longer living with the former household.

After this, a member must also have a validation certificate by the village chief where he or she originally resides.

“These two documents will be submitted to the Pantawid Municipal Office which will be responsible in forwarding here in the regional office the move-out status of the member of the 4Ps roster,” she said.

But Macapobre clarified that a moved-out member of the 4Ps roster will not automatically receive the SAP aid.

The member also needs to have no financial capability and meet the other qualifications of the department on SAP beneficiaries, she said.

As of yesterday, the DSWD 6 said that it reached an actual paid-out amount of P5.34 billion to 889, 046 family beneficiaries.

Of the 1,475,683 SAP beneficiaries, some 318,899 are 4Ps members.* (PNA)
