Kabankalan City Launches the First PSA LGU-Operated CRS Outlet in Visayas

Philippine Statistics Authority (PSA), in partnership with the City Government of Kabankalan through its City Civil Registry Office (CCRO), officially inaugurated the Kabankalan City PSA Local Government Unit (LGU)-Operated Civil Registry System (CRS) Outlet, the first LGU-operated CRS Outlet in the Visayas.

The inauguration ceremony, held beside the CCRO at Kabankalan City Hall, formally marked the opening of the CRS Outlet, which will provide residents of Kabankalan City and neighboring municipalities with convenient access to PSA-issued civil registry documents.

In his welcome remarks, City Administrator Atty. Mac Lord O. Zafra, highlighted the importance of the partnership between the PSA and the City Government of Kabankalan in improving the delivery of frontline government services. Messages of support were delivered by City Mayor Benjie M. Miranda and City Vice Mayor Divina Gracia S. Miranda, who both reaffirmed the local government’s dedication to bringing essential government services closer to the people.

Representing the PSA, Deputy National Statistician Minerva Eloisa P. Esquivias and Assistant National Statistician Marizza B. Grande highlighted the agency’s commitment to expanding civil registration nationwide. They emphasized that establishing LGU-operated CRS outlets aligns with the PSA’s vision of faster, more accessible, and citizen-centered public service.

Delivering the regional message, PSA NIR OIC Regional Director John F. Campomanes praised the strong partnership between the LGU and the agency, calling the milestone a significant leap forward in enhancing civil registration services across the region.

The event culminated in a symbolic ribbon-cutting ceremony, led by city officials together with PSA dignitaries, representatives from the Local Civil Registry Offices (LCROs) in Negros Occidental, and invited guests, marking the official opening of the center to the public.

The newly inaugurated CRS Outlet is set to streamline the issuance of birth, marriage, and death certificates, as well as Certificates of No Marriage (CENOMAR) and Certificate of No Death (CENODEATH), thereby reducing travel time and bringing quality public service closer to residents of Kabankalan City and nearby localities.

The establishment of the first PSA LGU-operated CRS Outlet in the Visayas underscores the continuing commitment of the PSA and the City Government of Kabankalan to delivering accessible, inclusive, and responsive civil registration services in support of the country’s goal of providing quality public service to every Filipino.*
