SYNOPSIS: At 3:00 AM today, the Low-Pressure Area (LPA) was estimated based on all available data at 335 km East Southeast of Hinatuan, Surigao del Sur (7.4N, 129.2E), embedded along the Intertropical Convergence Zone (ITCZ) affecting Palawan, Visayas, and Mindanao. Shear Line (Tail-end of Frontal System) affecting the eastern section of Southern Luzon.

FORECAST: Western Visayas including Negros Occidental and Bacolod City will have cloudy skies with scattered rainshowers and thunderstorms due to LPA/ITCZ. Light to moderate winds coming from the East to Northeast will prevail over Negros Island and the coastal waters are slight to moderate with an average height of 0.6 to 2.1m
