NAPOLCOM Holds Entrance Conference for Inspection, Assessment and Monitoring Activity
The National Police Commission (NAPOLCOM) conducted the Inspection, Assessment and Monitoring Entrance Conference on February 26, 2026 at Kanlaon Hall, Camp Alfredo M. Montelibano Sr., Barangay Estefania, Bacolod City, formally initiating Commission’s continuous review on police manpower allocation, distribution, and deployment.
The activity was spearheaded by Atty. Owen G. De Luna, RD, NAPOLCOM, NIR, and was attended by PBGEN ARNOLD THOMAS C IBAY, RD, PRO NIR; the Command Group; the Regional Staff; Personal Staff; PD, NOcPPO; PD, SPPO; PD, NOrPPO; CD, BCPO; BATCOM, RMFB; C, NSU’s; NAPOLCOM Officers; and other personnel of PRO NIR.
The Entrance Conference marked the official opening of the Inspection, Assessment and Monitoring activity and served as a coordination and orientation platform between NAPOLCOM and PRO NIR. The activity established a common understanding of the objectives, scope, procedures, and evaluation framework that will guide the forthcoming inspection and monitoring process.
During the conference, NAPOLCOM presented the assessment parameters related to manpower allocation, distribution and deployment. Participating offices were briefed on their respective roles and responsibilities, documentation requirements, and the importance of accurate and reliable data in ensuring a transparent and systematic evaluation.
The Conference plays a critical role in promoting institutional alignment, preparedness, and cooperation prior to the conduct of inspection activities. By setting clear expectations and reinforcing accountability mechanisms, the Commission aims to support effective personnel management practices that enhance operational readiness and responsive public service.
In his message, RD De Luna emphasized that this year’s Inspection, Assessment, and Monitoring is not just a compliance exercise but a collaborative effort to support police personnel in serving their communities safely and effectively. He stressed that while the Commission has oversight authority under Republic Act No. 6975, the process is rooted in mutual respect, accountability, and professional discipline. A “Compliant” rating reflects dedication, while a “Finding” is an opportunity to improve systems, resources, or training. He encouraged personnel to approach the IAM with humility and honesty, viewing it as a diagnostic tool to strengthen operations and ensure a police force that criminals fear, but citizens deeply trust.
The successful conduct of the Entrance Conference highlights the steadfast cooperation and full compliance of PRO NIR with NAPOLCOM’s directives. This collaborative engagement underscores the shared commitment to professional, transparent, and accountable policing.
