SP Urges City Gov’t to Implement Social Pension for PWDs

The Sangguniang Panlungsod of Bacolod City has approved a resolution requesting Mayor Greg G. Gasataya to implement the social pension for Persons with Disability (PWDs) as mandated by City Ordinance No. 1010, Series of 2022, known as the “Bacolod Social Pension for Seniors and PWDs Ordinance.”

The resolution was principally authored by Councilor Atty. Caesar Z. Distrito, Chairperson of the SP Committee on PWD Affairs, and co-authored by Councilorz Celia Flor and Em Ang, in support of expanding the implementation to include PWDs—who are equally identified as beneficiaries under the law.

City Ordinance No.1010 authored by Coun. Flor provides a ₱500 monthly financial assistance to qualified indigent senior citizens and PWDs who meet the following criteria: they do not receive any contributory pension from GSIS, SSS, PVAO, or DSWD; have no permanent source of income or support from family; and are registered voters and residents of Bacolod for at least one year.

Distrito emphasized the need to ensure equity in the ordinance’s implementation.

“The City has already rolled out the social pension for our senior citizens in 2024 and this year. It is now imperative that the same support be extended to qualified PWDs who were also clearly identified as beneficiaries of the ordinance. This is a matter of both fairness and compassion,” Distrito said.

Flor, author of the landmark social pension ordinance, said the full implementation is a vital step toward inclusive social protection

“This ordinance was passed to provide direct relief to two of our most vulnerable sectors—seniors and PWDs. Both deserve our government’s full attention and support,” Flor said.

Ang added her support, highlighting the broader vision of the local government for social equity. “We must ensure that no vulnerable sector is left behind. This is part of our continuing commitment to a caring, inclusive, and people-centered governance.”

The Resolution

A RESOLUTION RESPECTFULLY REQUESTING THE OFFICE OF THE CITY MAYOR, THE HONORABLE GREG G. GASATAYA TO IMPLEMENT THE SOCIAL PENSION FOR PERSONS WITH DISABILITY UNDER CITY ORDINANCE NO. 1010, SERIES OF 2022 OR KNOWN AS THE, “BACOLOD SOCIAL PENSION FOR SENIORS AND PWDs ORDINANCE”.

WHEREAS, City Ordinance No. 1010, series of 2022 or the “Bacolod Social Pension for Seniors and PWDs Ordinance mandates for the granting of monthly financial assistance of Five Hundred Pesos (Php 500. 00) to target beneficiaries (i.e. Senior Citizens and PWDs) ;

WHEREAS, the Ordinance also provides that those who will be qualified to receive the financial assistance are, Senior Citizens who are indigent, who do not receive any form of contributory pension from GSIS, PVAO, SSS, and the DSSD. They should also have no permanent source of income, compensation or financial assistance from relatives to support their basic needs. Common requirement for both Senior Citizens and PWDs is that they must be registered voters and residents of Bacolod City for atleast a year;

WHEREAS, last 2024 and this year, the City Government of Bacolod distributed financial aids, through its Social Pension Program, to Senior Citizens from different barangays of the City;

WHEREAS, the Social Pension granted by the ordinance were already rolled out to its Senior Citizen beneficiaries. It is then imperative for the City Government to consider giving such assistance to our qualified PWD residents whom the ordinance also identified as recipients of the financial aid;
WHEREAS, the Persons with Disabilities (PWDs), same with the Senior Citizens, are among the sectors that the City Government give utmost importance, protection and support by creating programs that will uplift their prevailing conditions.

NOW, THEREFORE, BE IT RESOLVED by the Sangguniang Panlungsod of Bacolod City to pass A RESOLUTION RESPECTFULLY REQUESTING THE OFFICE OF THE CITY MAYOR, THE HONORABLE GREG G. GASATAYA TO IMPLEMENT THE SOCIAL PENSION FOR PERSONS WITH DISABILITY UNDER CITY ORDINANCE NO. 1010, SERIES OF 2022 OR KNOWN AS THE, “BACOLOD SOCIAL PENSION FOR SENIORS AND PWDs ORDINANCE”.
