Mr. Augustine Rey “Gus” Rivas of City of Kabankalan FC was appointed as the general secretary.

In his short message as the newly-elected president, Valmayor highlighted his plans to unify the football leagues in the Province of Negros Occidental in accordance to the goals of the Philippine Football Federation (PFF). Under his leadership, the San Carlos City FC president stressed to focus on the reorganization of the association, institution and implementation of sustainable grassroots development initiatives and licensing programs for the football coaches all over the province, and the promotion of solidarity and harmony among the local government units (LGUs) and the entire provincial football community.

Valmayor also announced that the association will adopt a new name – Negros Occidental Regional Football Association (NORFA).

Moreover, eight new board members were also elected representing three Negros districts – the North, Central, and the South clusters. PCY FC of San Carlos City, Don Bosco FC (DBTI) of Victorias City, and Sagay City FC were elected as members of the NOFA board for the North Cluster.
