Inviting Bids for P5.4-M Stainless Steel Water Tanker

MOISES PADILLA, Negros Occidental — The Municipality of Moises Padilla is inviting bids for the purchase of a stainless steel water tanker worth P5.4 million.

In an Invitation to Bid issued by the Bids and Awards Committee (BAC), the local government said the project will be funded through the Local Disaster Risk Reduction and Management Fund (LDRRMF) Trust Fund. The approved budget for the contract (ABC) is P5,400,000.

The project involves the supply and delivery of a 10,000-liter capacity stainless steel water tanker with five compartments and individual anti-wave features. Delivery is required within 30 calendar days from receipt of the Notice to Proceed.

Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion in accordance with Republic Act No. 12009 and its Implementing Rules and Regulations. The procurement is open to Filipino citizens, sole proprietorships, partnerships, or organizations with at least 60 percent Filipino ownership. Foreign bidders may participate under conditions provided by law and Government Procurement Policy Board (GPPB) guidelines.

Prospective bidders must have completed, within the last two years, a single largest completed contract (SLCC) similar to the project and equivalent to at least 50 percent of the ABC.

A pre-bid conference wa scheduled February 13, 2026 at 10 a.m. at the BAC Office. Bid documents may be purchased upon payment of a non-refundable fee of P10,000 until February 27, 2026 at 10 a.m.

Submission and opening of bids will be held on February 27, 2026 at 10 a.m. at the BAC Office. Late bids will not be accepted. All bids must be accompanied by a bid security in the acceptable forms stated in the bidding documents.

The BAC, chaired by Reynaldo E. Horesue, reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract prior to contract award.
