San Carlos City officials present respective agenda in ELA CapDev Workshop

San Carlos City Mayor Renato Y. Gustilo and Vice Mayor Christopher Paul S. Carmona presented their socio-economic and legislative priorities last Oct. 2, during the 2026–2028 Executive-Legislative Agenda and Capacity Development (ELA CapDev) Workshop held in Mactan Island, Cebu.

Gustilo laid out a 9-point agenda anchored on peace and order, safety, and security; strengthening health and education systems; enhancing competitiveness and ease of doing business; capacitating human capital; creating jobs and fostering sustainable communities; continuous infrastructure spending and public-private partnerships; providing housing for the marginalized sector; promoting the welfare of government employees; and advancing tourism, heritage, culture, and the arts.

Gustilo thanked the different offices and agencies for their roles in turning the city’s agenda into reality, stressing that sustainable growth depends on collaboration and that the collective effort of the city government together with national agencies and community stakeholders is vital in building a stronger and more progressive San Carlos City.

Carmona, on the other hand, outlined a 7-point legislative agenda covering social development, agriculture and economic development, infrastructure and transport development, environmental management and climate resilience, peace and public safety, institutional development and good governance, and inclusive and cultural development.

He said the theme Navigating with Excellence through Leadership and Management Continuum: Now and Beyond serves as a compass for continuity, innovation, and legacy; he added that the agenda goes beyond passing ordinances as it requires vision, action, and purposeful leadership and can only be realized through the commitment and impact of all city offices and stakeholders to ensure transparency, resilience, and empowerment for all Sancarloseños.

City Disaster Risk Reduction and Management Officer Joe Recalex Alingasa Jr. also presented the 2026-2028 Project RYG or “Reintegrating Values, Yes to Good-Mannered Citizens,” a program that underscores value reintegration with inclusiveness, community engagement, and government-led advocacy, stressing that instilling discipline as a core value will foster sustainable peace, harmony, order, safety, and goodwill.

Moreover, Mayor Gustilo, Vice Mayor Carmona, and city officials delivered a message of solidarity, and together with department and division heads and key employees they pledged their commitment and support to the successful implementation of the city’s 2026-2028 Executive-Legislative Agenda.

The ELA formulation was facilitated by Cluster Head LGOO VII Maria Fatima R. Daiz and LGOO VII Evelyn R. Vista of the Department of the Interior and Local Government (DILG) to provide guidance, alignment, and strengthen the city’s executive and legislative priorities.
