Moises Padilla establishes first-ever People’s Council

Moises Padilla has officially launched its first-ever People’s Council to strengthen citizen participation and collaboration with the local government.

The inaugural officers of the Moises Padilla People’s Council (MPPC) took their oaths before Mayor Ella Celestina Garcia-Yulo in a brief ceremony held at the Mayor’s Office on Wednesday, September 17.

The event was witnessed by Vice Mayor Felix Mathias Segundo “Pimpoy” Yulo.

The MPPC, a vital partner for more transparent and accountable governance, will serve as the overarching body for all recognized and accredited civic organizations in the municipality.

The first set of elected officers—with a three-year term—are:
President: Armando Leaño, Sr. (Magallon Fish Farming Association)
Vice President: Fema Gelaver (Senior Citizens Associations of Moises Padilla, Inc.)
Secretary: Jiejie Muchuelas (JJPH Land Former Irrigators’ Association, Inc.)
Treasurer: Norma Prado (Barangay Quintin Remo Women’s Association, Inc.)
Auditor: Ninfa Tiangson (United Farmers of Upper Buenavista Association)
Public Information Officer (PIO): Joy Prado (Upper Mamballo Integrated Farmers Association)

Role of the People’s Council:

The creation of the People’s Council is rooted in the 1987 Philippine Constitution, which mandates that the state should respect and encourage the role of independent people’s organizations in nation-building. The council’s functions include:

Representation and Advocacy: Acting as a collective voice for various community sectors to advocate for their interests within the local government.

Policy and Program Involvement: Participating in the planning, implementation, and evaluation of local government programs, from development planning to social services.

Legislative Initiatives: Proposing legislative measures and participating in deliberations at the committee level of the local legislative body (Sanggunian).

Monitoring and Accountability: Ensuring that public resources are used efficiently and transparently, thereby strengthening public accountability.

Partnership and Collaboration: Entering into joint ventures with the LGU to deliver basic services, implement livelihood projects, and develop local enterprises.

Under the leadership of Mayor Ella Celestina Garcia-Yulo and Vice Mayor Felix Mathias Segundo Yulo III, the LGU of Moises Padilla continues to uphold transparent and participatory governance — a government shared with the people, for the people.* (Condrado D. Garcia)
