79IB Strengthens ITDS Through Peace, Security Drive

In line with its mandate to uphold peace, security, and inclusive development in Northern Negros, the 79th Infantry “Masaligan” Battalion, in partnership with local chief executives (LCEs) and stakeholders, spearheaded a pulong-pulong and the establishment of the Integrated Territorial Defense System (ITDS) at the Covered Court of Brgy. Libertad in Escalante City, Saturday

The gathering brought together residents and local officials led by Barangay Captain Neftalie Narvasa, who, in his welcome message, expressed full support for the initiative and underscored its importance in strengthening community-based peace efforts.

During the program, Maj. Jestoni V. Labarosa (INF) PA, Battalion Executive Officer of the 79IB, emphasized the value of unity, vigilance, and cooperation in sustaining peace and development—particularly in far-flung barangays more vulnerable to lawless elements.

Key topics discussed during the Pulong-Pulong included: Updates on the situation in the West Philippine Sea;

Information on the government’s Enhanced Comprehensive Local Integration Program (E-CLIP) and Amnesty Program for former rebels;

Awareness on anti-criminality measures and the dangers posed by illegal drugs.

A moving testimony was shared by a former rebel turned soldier, who recounted her hardships during the armed struggle and how she was able to rebuild her life through government programs. Her story of transformation served as a powerful reminder that peace and reconciliation remain possible for those who choose the path of change.

The highlight of the activity was the formal establishment of the Integrated Territorial Defense System (ITDS) — a community-based program designed to empower barangay leaders and residents to play an active role in defending their communities against threats, supporting peace initiatives, and fostering resilience.

In his closing remarks, Barangay Captain Narvasa thanked the 79IB and its partner agencies for their continued dedication to promoting peace and development, stressing that the ITDS would help safeguard the future of Brgy. Libertad.
