BACIWA: The Journey to Our Eco-Park and Watershed – From vision to groundbreaking

In the heart of Bacolod City, a visionary project is unfolding—one that promises to transform both the landscape and the lives of its residents. The Bacolod City Water District (BACIWA) proudly presents the story of our eco-park and watershed, a beacon of environmental stewardship and community collaboration. This project will reflect our steadfast commitment to sustainability, biodiversity, and the well-being of future generations.
The Birth of a Vision

The idea for the eco-park and watershed was born from the foresight and leadership of our General Manager, whose unwavering commitment to environmental sustainability inspired this transformative project. The vision was to develop an area that would serve both as a vital water resource and a recreational green space for the community, fostering a harmonious coexistence with nature. Recognizing the challenges posed by rapid urbanization in Bacolod City—such as water scarcity, loss of green spaces, and habitat degradation—our General Manager envisioned a sanctuary that would holistically address these issues. The unwavering support, aspiration, and strong will of the Board of Directors were also evident, bolstering the management’s dedication to achieving this dream.

From Dream to Reality

Bringing this vision to life required extensive planning and collaboration, and BACIWA’s top management was ready to brave the challenge. On November 10, 2023, our Admin Division Manager informed COA that the water district planned to purchase a lot to be converted into an eco-park, using funds from the Production Assessment Charge (PAC). The 2024 PAC capital expenditure budget of P20,000,000.00 was allotted to purchase a 1-hectare agricultural lot to be developed into a forest park.

The COA State Auditor promptly replied, providing guidelines, including the updated 2016 Revised IRR of RA 9184, RA 10752, and COA Circular No. 2023-004. After careful consideration, a 2-hectare site on the outskirts of Bacolod City, specifically in Brgy. Alangilan, was chosen for the project. The location was ideal due to its natural topography, conducive to water catchment, and its accessibility to the urban center.

An independent appraisal company was hired to analyze the market value of the land and provide cost estimates. After extensive planning, collaboration, and compliance with regulations, the General Manager presented the project to the Board of Directors, securing three board resolutions approving the management’s recommendation for the project.

Looking Forward

With the groundbreaking ceremony happening today, the eco-park and watershed project is now entering its next phase: large-scale planting of trees, construction of pathways and viewing platforms, and the establishment of educational and recreational facilities. This project will not only provide significant ecological benefits but also serve as an educational tool, raising awareness about environmental conservation and sustainable practices.
