Moderate to heavy mid-afternoon rains today resulted in flooding and traffic slow down along Hernaez (formerly Libertad) Street from the corner streets of Gatuslao to Locsin all the way to Lacson in Bacolod City, just infront of the northern side of the CyberCentre, where road improvement works are ongoing.* (H.James G.Toga photos)
