SYNOPSIS: At 3:00 AM today, the center of Severe Tropical Storm “MARING” was estimated based on all available data at 145 km West Southwest of Calayan, Cagayan (19.0°N, 120.1°E) with maximum sustained winds of 100 km/h near the center and gustiness of up to 125 km/h. It is moving Westward at 20 km/h. Southwest Monsoon affecting Southern Luzon and the western sections of Visayas and Mindanao.

FORECAST: Western Visayas including Negros Occidental and Bacolod City will have cloudy skies with scattered rainshowers and thunderstorms Trough of TD /Localized Thunderstorms. Moderate to strong winds blowing from Southwest to South will prevail over Negros Island and the coastal waters are slight to moderate with an average height of 1.2 to 4.0m
