PRO NIR’s No. 1 Most Wanted Person Falls in Silay City Manhunt Operation

In a major breakthrough in the intensified campaign against wanted persons, PRO NIR successfully captured the No. 1 Most Wanted Person in the Regional Level on May 28, 2026, at Purok Paho, Barangay Rizal, Silay City, Negros Occidental. The operation marked a significant accomplishment in PRO NIR’s relentless pursuit of fugitives and demonstrated its unwavering resolve to ensure that individuals facing criminal charges are brought before the bar of justice.
The accused was identified as alias “Clar,” 43 years old, single, unemployed, and a resident of Proper Barangay Robles, La Castellana, Negros Occidental.
The operation was carried out at Silay CCPS, NOcPPO, by virtue of Warrants of Arrest for six (6) counts of Frustrated Murder and two (2) counts of Attempted Murder. The accused, together with his co-accused who were allegedly affiliated with an opposing political group, reportedly figured in a heated altercation with members of another party during the election period. The confrontation allegedly escalated into a shooting incident, resulting in the deaths of two (2) victims and injuries of eight (8) victims.
Following his arrest, the accused was properly informed of his Constitutional Rights and Anti-Torture Warning in a language fully understood by him. In compliance with SC AM No. 21-06-08-SC, two (2) Body-Worn Cameras were utilized during the conduct of the police operation to ensure transparency, accountability, and adherence to established operational procedures.
