BENRO Doubles Efforts As Garbage Piles Up During Holidays

Personnel from the Bacolod Environment and Natural Resources Office (BENRO), in coordination with the City Engineer’s Office, have intensified efforts to ensure uninterrupted waste collection and disposal amid the holiday season and the ongoing transition to a new private contractor for the city’s solid waste management program.

This follows the Bacolod City Council’s approval of Mayor Greg Gasataya’s request for authority to sign a contract of service with a new private contractor, a consortium composed of International Solid Waste Integrated Management Specialists, Inc. (ISWIM), D.C. Sandil Construction and Realty Development, Inc., and San Igmedio Builders Incorporated.

Mayor Gasataya directed BENRO Officer-in-Charge Atty. Allyn Luv Dignadice to immediately issue instructions to IPM-CDC to address garbage collection concerns, particularly in public markets and other priority areas, and to take the necessary steps to ensure seamless waste collection operations.

Dignadice stressed that efforts are being ramped up as garbage volume is expected to double during the holiday season.

“We are continuing our efforts to monitor and map areas that require immediate garbage collection, while also closely monitoring IPM-CDC’s compliance. Rest assured that garbage collection will remain efficient come January 1, 2026,” Dignadice said.

IPM-CDC remains the city’s private contractor for garbage collection, hauling, and disposal until December 31, 2025, and is obligated to fully comply with the terms of its contract.

“The city pays for their services, so they have to follow and honor the contract,” Mayor Gasataya said.

The mayor is expected to announce the schedule for the contract signing once the Bids and Awards Committee issues the Notice of Award and Notice to Proceed to ISWIM.* (BCCO text & photos)
